Leicestershire County Council's investigation into flooding on Watling Street, Hinckley on 27 December 2017 shows what happens when a combined sewer (one pipe carrying both rainwater and sewage) is overwhelmed. After a very wet December, water ran off the fields and the road, manholes on the Severn Trent sewer lifted, and sewage backed up through downstairs toilets. Two homes flooded inside and five outside.

The report found several contributing problems. Roadside gullies were silted up, a highway culvert was restricted by tree roots and a fence post driven through it, Severn Trent's sewer had several collapsed sections, and its pumping station was overloaded by the volume of water. None of it was the residents' own pipework, but they were the ones who dealt with the consequences.
